Wisconsin Congressman Paul Ryan finds himself in the national spotlight again today, as he unveils the House GOP budget.

Ryan himself describes the budget's main goals in an op-ed in the Wall street Journal this morning:
Our budget will expand opportunity in major areas like energy. It will protect and strengthen key priorities like Medicare. It will encourage social mobility by retooling welfare. It will fix the broken tax code to create jobs and increase wages.
Liberals who were hoping that the November election results would send Ryan into the background are left disappointed. Once again, Janesville's Ryan is leading the way in Washington, backing up his fiscally-responsible rhetoric with a budget. 

Sadly, that remains a novel approach--walking the walk. Nevertheless, Ryan's re-emergence as a leader on budget issues in Washington makes him our Winner of the Day.
