As we reported hours before his address before a joint session of the Legislature, Governor Walker's budget proposes to end all residency requirements on public employees. 

Walker's proposal would, however, create an interesting political dynamic in which the Republican governor who abolished most collective bargaining powers for government employees, would be aligned with city unions who support lifting the restrictive residency rule.

So, Scott Walker not only believes public employees have a right to choose whether or not to join and finance a union, he believes they have a right to live wherever they want.
